In a Press Release dated 6 July 2014 signed by Information & Publicity Department Secretary of PCJSS, Mangal Kumar Chakma, Parbatya Chattagram Jana Samhati Samiti (PCJSS) condemned the attack upon the members of International CHT Commission in Rangamati by the Bengali settlers.PCJSS said that those vested elements who do not want to implement the CHT conducted this attack with an aim to serve its vested interests. PCJSS demanded immediate arrest and prosecution of those who are responsible for such brutal attack.

The convoy carrying the International CHT Commission team visiting Rangamati came under fierce attack by the Bengali settlers at broad day light on 5 July 2014 while the convoy was, after having been assured of security, on its return journey to Chittagong. In the seven-member Team aboard were ? ICHTC co-chair Advocate Sultana Kamal and its members namely Khushi Kabir, Barrister Sara Hossain, Dr. Swapan Adnan and Dr. Iftekharuzzaman,Coordinator Hana Sams Ahmed and research officer Elira Dewan. The attack claimed 4 persons to have received injuries with indiscriminate vandalism of the vehicle. The Officer-in-Charge of Rangamati Kotwali police station, Muhammad Imtiaz Sohel Monu was hurt in the chest, head and in other parts of the body while he was in an effort to refrain the attackers who were equipped with stones and sticks. Driver Jewell received injuries in the hand and shoulder while Dr. Iftekharuzzaman also received injuries in his right hand fingers. The most serious one was Elira Dewan who sustained fatal wound in her head. The team was escorted to the police station under guard from the spot of occurrence amidst the attack. The injured were taken to the combined military hospital from where Dr. Iftekharuzzaman and the driver were released after primary treatment while Elira Dewan was sent to Chittagong Medical College Hospital on the same day.
It is noteworthy to be mentioned that on 4 July 2014, the ICHTC team arrived in Rangamati at 5 p.m. on a routine visit amidst opposition and threatening of dire consequences being given by the personnel of Samo Odhikar Andolan, a communal organization of Muslim Bengali settlers, which was all set to react in a bid to obstruct the Commission’s coming to Rangamati. However, the team members found their lodge with the Tourist Motel at Tabalchhari, Rangamati. They attended two pre-arranged meetings and a social function in the evening on that day.
On 5 July 2014, Advocate Sultana Kamal, Barrister Sara Husain, Iftekharuzzaman and Elora Dewan got aboard in a hired microbus (Chatta Metro-Cha 11-5853) on their way to attend a pre-determined meeting. When they reached the other end of the dam connecting Rangamati-Chittagong road, they noticed blockade lay down by a mob gathered nearby the Fisheries office. Considering safety and security, they returned back to the Tourist Motel.
Within a half of an hour of their coming back, Noor Jahan, leader of Samo Odhikar Andolan and Muhammad Hero Talukder associated with some unknown people in motor bikes came up to the entrance gate of the motel and started shouting disgraceful slogans against ICHTC with threatening. At certain stage, the Motel Manager asked them to move to a room in the upper floor. Within an hour, a group of settlers numbering 20-25 led by Noor Jahan and Hero Talukder entered into the motel boundary uttering humiliating slogans and threatening. They continued to utter slogans in the name of SamoOdhikarAndolan and threatened that they would not allow the Commission to hold meeting and they would vandalize the Commission’s vehicle on its way back to Dhaka. They also prevented the media people from talking to the commission members.
After some time, the Officer-in-Charge of RangamatiKotwalipolice station came to the motel and suggested the commission members saying that since the SamoOdhikarAndolan people already blocked the road, the police would escort them to set out for Chittagong. The officer also informed that Mr. H.T. Imam, Advisor to the Prime Minister had already spoken to the Deputy Commissioner in that regard.
Upon having been assured of safety and security, the team agreed to depart for Chittagong with their vehicle. But as their driver Arun did not dare to drive along for having been threatened with dire consequences, the team obliged to hire another driver named Jewell. As soon as the convoy started moving onward, some 20 to 25 members of Samo Odhikar Andolon led by Ms Noor Jahan and Hero Talukder sped up ahead the convoy by motorbike. According to the witnessed, the convoy came under attack at around 1:30 p.m. when a group of some 100-150 number attackers who lay in ambush swooped upon the convoy while passing by the DGFI Office at the Omdamian Hill, a little away from the motel. The attackers were led by Mr. Piar Ahmad of Somo Odhikar Andolon, Mr. Jalal Uddin Ahmed of Parbatya Gono Parishad, Muhammad. Imran of Banglaee Chhatra Parishad, Ms. Noor Jahan Begum of Parbatya Nagorik Parishad, Mr. Ujjal Pal of Parbatya Bangalee Chhatra Oikya Parishad and Muhammad Hannan of Parbatya Juba Front. They attacked the vehicle carrying the CHT Commission members with rods, sticks, brick-chips and stones with a motive to kill people sitting inside the vehicle. At certain state, the police fired three blank shots to disperse the attackers. Despite receiving injuries, the police officer could somehow escort the convoy to Kotwali police station. Two `Ejahars’ on the attacks were filed separately by Hana Sams Ahmed, Coordinator, CHT Commission and Muhammad ImtiazSohel Manu, Officer-in-Charge with the Kotwali Police Station. But nobody was arrested so far.
